The rest of the settings are surprisingly unshitty (though I guess just default Handbrake settings). Did they also increase the bitrate on the audio? I'm fairly sure it used to be 96kbit/s mp3, now it's 128kbit/s AAC.
If they stop reencoding Scene releases and up the bitrate a bit, they'd actually be decent!

Yup, they're using 128kbps AAC-LC. Shame, they coukd have used 128kbps vbr Opus instead.

nah, it's the CRF they need to modify not the bitrate. At least they should use 22 CRF. 27 CRF is worse than youtube quality.

Lower CRF would result in higher bitrate, which is what their releases need. 730 kbit/s is just not enough for 720p, but they did it in that Ted 2 release.
