Although everyone might store them different, I'd say What should have a folder name structure that is enforced. Something like:
Artist - Year - Album [Format] {Additonal Info .. i.e. Deluxe, catalog number, etc}

Keep in mind that a peer is not the same thing as a client. If a client is seeding 1000 torrents and leeching 20, that client is responsible for 1020 peers in the eyes of the tracker.
"registered" also does not imply active. The only thing ocelot needs to handle for peers that are registered but not actively transferring is receiving an occasional "I'm still seeding" heartbeat usually every 30-60 minutes.
When a peer is actively transferring something, Ocelot is actually working to look up seeders for a requested torrent and sending a list of IP addresses to the requester. That's responsible for 95% of the work Ocelot ever does.
