No, it's perfectly fine. Absolute maximum settings in modern games are heavy on the diminishing returns.
With any new game of this year and next you will find a combo of high/ultra settings that looks 99% as good as the maxed out settings and runs at good framerates.
The 960 is more powerful than the consoles, that's really all that matters.
