It's debatable. Private trackers can peer leak, but the swarm isn't public so generally people feel safe seeding without. You need to check each trackers rules to determine what is allowed too. Most are okay with VPNs for seeding, but not for browsing the website.
Getting a seedbox from a company in an easy going country is probably the more robust way to keep your ISP unaware of what you are doing.
