What resolution? And "maxed out" is not usually a smart goal. You can turn down a lot of settings and gain an ass-ton of performance for absolutely minimal visual impact. Case in point, STALKER: Clear Sky has godrays (sunbeams filtering through trees/objects. Putting them on high tanks performance. I have a 780, it still cripples my card. A game from 2008 destroys a top-level card from 2013. But turn them to low, and the rays look just as good and performance is buttery smooth. The same thing applies to FO4, with the exact same setting. I turned mine to low, the game still looks good (for a Bethesda game) and performance is good (for a Bethesda game.
But I mean if money is no object you absolutely want maxed out things, then spend the extra money for the performance. A 970 is ~$310, a 980 is ~$500.
