Can anyone recommend me a motherboard and processor that I can upgrade to?. Preferably around or under $250? I generally have a clue when I was looking at other components, but I'm afraid that if I buy the motherboard the processor would not work with it.
Also, a decent, mid or full size case? Case I got is too small, and I need to rebuild soon. perhaps $100 or below? I don't give a shit about flashy things, I just want something that works

Going to do some mods to this when I finish my exams. I'll probably remove that top right cage and put a 140mm and 120mm in the front. Might even put a 120mm on the bottom to feed the GPU fresh air.

I had both fans on my NH-D15 originally, when I swapped them for black noctuas I didn't bother adding the second - made no noticeable difference to temperatures. It drops a few C* in benchmarks and such but I almost never fully load the CPU anyway

Technically yes, but most often it will be inaudible over fan noise. You're probably basing your assumption off experience with shitty AIOs that put a crap noisy pump right up against the motherboard so it can transmit vibrations.

I highly doubt that all his fans stop spinning under low load (true idle is irrelevant, computers are very rarely in that state).
With watercooling, with enough radiator capacity, it's possible to slow the fans down more than you could with typical air cooling. If you go really overkill it can even be possible to stop the fans completely and have the system passively cooled under low load.
