I need more bass from my headphones. What is a good equalizer and bass booster that I can download on my Windows 10 PC?

Doesn't exist. Controlling audio at a digital level will lead to lossy sound quality.
To get a good equalizer, it needs to be done at the amplification stage, after it's already an analog signal, where scaling it wouldn't affect quality.
What you need is a FiiO E10 and turn on the bass boost function for an addition 3dB boost in Bass range.

I did read it. The DAC provides only 3db increase, that's not much.

Equalizer APO. There are a couple of GUIs you can use to help you configure it (PEACE being the easiest to use.)
There's also DFX Audio Enhancer if you want to pay for gimmicky bullshit.
