all I can tell you is to disable secure boot and change your boot order. It should work if your usb is configured correctly to boot.
I may be the least qualified to give any advice, but I have recent experience and thought I would share.

I just tuned secure boot back on.
If you leave things plugged into your usb (or a cd in the tray for some reason) then you might want to go back to default boot order.

just googled and there are some issues with preinstalled windows systems.
"For logo-certified Windows RT 8.1 and Windows RT PCs, Secure Boot is required to be configured so that it cannot be disabled."
It's still possible it sounds like but you'll need to google from here.
