I have 1gbps internet speed. But I have a problem.
When I download something via Mega.co.nz (really good speed), it gets nice speeds of up to 40-50 MB/s, but only for few secs, the speed drops drastically after it, sometimes down to like 4-5 MB/s.
Also, even with 30% of Gigabit ethernet usage, the webs dont load. The HDD is fine (S.M.A.R.T. status is Good).
Superfecth and Windows Search services are disabled.

I have a SSD for the system,but my downloads go to the normal HDD.
That being said, the speed usually goes down to ~22 MB/s, and sure as hell my HDD is capable of more write speed.
I have exactly the same connection as you OP, and a SSD is essential to reach good speeds. I can now achieve speeds up to 118 Mb/s on good servers or by downloading multiple files.

Arround 50-70 Mb/s, depends if I do something else with the drive. And it's not a bad drive, WD RE 2 Tb.
I also use a 15k 300 Gb SAS drive on my server which is fine with 1 Gb/s.

It's about how fast your hard drive can write that data
Ssd can write data faster so you can use more of your internet speed
I could be wrong though, so correct me if I am please
