You should probably just give up and switch to Java
Use Cmake to generate the project file(s).
It's a hassle, but C++ just doesn't have proper systems for this.
Just use GCC and GNU Make on both and don't use any libraries that are OS-specific to build your shit.
You don't need an IDE.
