when it comes to radiation If the concrete is fairly thick then the depth of penetration can be minimized. That being said a subterranean facility of this caliber would offer little to any benefits than one on the surface other than it being out of mind an sight.

Besides, what would you do with the super heated water eventually anyways ? sure you can cycle it through the turbines to make electricity, but if you can't get rid of the excess energy its just going to be stuck as mostly steam. Thats why you see nuclear power plants mostly near bodies of water.
