What is the cheapest Web Hosting + Domain name deal on the internet ? All I want is a .com domain name and a web server that runs PHP and a Mysql database, the storage doesn't matter, even 100MB would be fine, also limited bandwidth is fine, have no need for emails, back-up services and other stuffs... Having to pay like 3 or 4 euros per month for such service is insane, so what is the cheapest possible deal I could find ?
Get a raspberry pi and run your own web server, then buy a cheap domain. By the way, .com domains aren't cheap, so consider another one for a lower price.

Heroku has some nice service. Their free tier sounds like it would be fine for you.
