yep
entry level IT around me pays about $10-12/hr
entry level programming $14-20/hr (usually salaried, I've seen as low as $20k/yr)
the only good jobs are embedded programming with stuff like asm/C, some fortran jobs, and one company that uses erlang seems to pay well. knowing python, ruby, php, java, wont get you shit. .NET pays about 30-50% better but it's still not that great.

Usually a degree would specialize you into a field of study and focus on that subject. Any other subject they would have general knowledge about but don't really care for/or go to much in depth.
I wouldn't expect a physicist specialized in star formation to know a genus of a blade of grass.
