The video card is an AMD HD79703GB Radeon HD 7970 3GB 384-Bit GDDR5 PCI Express 3.0 x16. For some reason it didn't show up on partpicker, which makes me think I fucked up the build.

Not bad at all, I would invest in at least a 64 GB SSD just for Windows and applications.

because that GPU is on a massive sale. Also, AMD CPUs haven't kept up so pairing an AMD processor with anything over a 270X is kind of a waste. R9 280/285 being in the $150 range and 280X at $200 means they get paired with the $210 i5.

AMD has nothing of relevance higher which is where his price range is. We're not splitting hairs with $50 processors. AMD stupidly went "moar cores" while Intel increased IPC.
If he wants a $300 PC that can't run anything released later than 2006, we can get him into an AMD. But with $750 with these sales he can afford an i5 to run modern games.

The 970 is better, but you don't really have to worry about VRAM unless you plan on playing at 4k or using multiple screens.
