I'd say Russia, they're fairly famous for "bulletproof hosting" (often used for botnet c&c / malware hosts). It helps to know someone with Russian citizenship. If not, some other slavic country like Romania/Bulgaria/Austria because they tend not to freak out (like middle-eastern countries) and not really care about the US's ramblings.
