Roms are pretty specific to each device, but with the S5 being mainstream Cyanogenmon and the likes should pop up if not already. You should be looking to use an AOSP (stock) based rom. As for rice, Apex/Nova for launcher, Thlotis for wallpaper, Dashclock and plugins, Power toggles, and icon packs from developers like Kovdev, Kxnt, Samer Zayer and so on.

project hera is the codename for the overall plan to unify android with chrome with google. it then turned to quantum paper which turned to material design.
moonshine is just the icons i belive and was also a codename, kennedy came first.
just internal project names getting mixed up with stages of release, really.
third party icon packs took the names on the playstore. they're backed by dedecated devs wanting to provide early Android L flavors to users. Hera is paid and more comprehensive but Moonshine works fine for me :)
