Which one is a better monitor overall?

Ultra-wide is only worth it for office productivity, graphic design, and maybe gaymen. I'd prefer multimonitors though.
The 4k monitor would be best for internet and programming, but movies are going to look worse thanks to virtually nothing being available in 4k.
That said, the best monitor for programming is the widest screen you can find that be reoriented vertically. If you can't find a vertically oriented monitor, then the next best thing is to find the tallest aspect ratio (ie get a 16.10 over a 16:9).

Probably would be cheaper too. Ultrawide aren't even good for anything except ultra wide Excel spreadsheets. Shit for gaming, shit for internet (unless you have 3 windows side-by-side you will get a lot of empty space) and shit for movies.

Then do what >>42958834 said and get three monitors. You can do a lot more multi-tasking with three screens than one, even the total resolution is still the same. That way you can have a vertical monitor (or two, or three) for programming and a horizontal monitor for all your daily tasks.

I'd rather have 2 1440p 27 inch koreans than 1 30 inch 4k. I think as a monitor 4k needs to be 36 inches+ to be any useful from the point of extra screen real estate. Seiki makes a cheap $320 39 inch 4k tv but it only has a refresh rate of 30hz. I would buy it in an instant if it could do 60hz.

16:9 doesn't scale a lot of older games either. That's why we have letter boxing for them.
Most newer games though are Hori+, so you'll have a much wider view with 21:9
