The transmission speeds indeed were using the SI version of prefixes, but anything regarding the memory was using 2^10 for kilo, 2^20 for mega, etc. It just didn't make sense to use base-10 notation in a system that was fundamentally base-2. Then someone pointed out that the prefixes were not SI-compatible (which is I think the only point where Americans were arguing for the SI system rather than against it), and thus the KiB/kB, MiB/MB, etc. division was created. Those units were created in 1998 and still aren't widely recognized (so when I see MB I still don't know if the author meant 2^20 or 10^6).
