I'm going to be building a RX 480 machine and I am not sure on how much I should spend on the CPU.
The i3 6100 looks like it would be powerful enough for a card with that spec, but I am afraid of the driver overhead causing issues.
So how bad is the driver overhead? Nobody is reporting those benchmarks.

For AMD it's bad in DX11 but it's also poorly threaded so as having moar cores doesn't help. DX12/Vulkan is no problem, although in that case having a CPU with many coars helps a lot.
So for DX11 a highly clocked processor is preferable with AMD cards and for DX12/Vulkan a processor with many coars is preferable.

Probably not. It's only 15% better by Nvidia's own tests. Remember how two RX 480s 'beat a GTX 1080'? Those are the only kinds of tests that are used here, no exceptions.
