No. This is beyond dumb. You're paying out the ass for extra PCIE lanes on the 5930k and then you're not using them. You're paying out the ass for a giant wattage PSU and you're not using it. There's tons more I'd change, but it sounds like you're just guessing and have more money than knowledge.

I was thinking of buying one of these to make a dedicated web server with (for personal use/fun). Will I regret it?
Why would you regret it? Sure you can regret that it was bunch of work but most people will be proud of their work even with all the time and effort invested in it. Besides that, I don't really see a reason to regret, besides the thing not being a very powerful server and regretting you should've used a better server hardware but you probably know that already too.
Anyone here still use XP as their main OS? Is it really unsafe now that MS is no longer putting out updates, or is that mostly fearmongering?

What are the best websites (or books) where I can learn how to build my own computer? It would be a great asset to have, and I've always been curious about it.
