Sometimes i see some computers for public use that are programmed in some way (8with windows 8.1 inside) that restores it selves everytime someone use it and turn it off so the next person that comes to use it see it as a new restored pc. I've been reading up on network engineering with the hope of starting my own ISP, even if it's just cut-rate wi-fi service for students, NEETs and the elderly I feel there is a market.
I still don't get what ISPs actually do. Why are there so few, why is there service so expensive? Why don't a few cucks at Comcast go out on their own and start competing? Why haven't you started your own ISP?

Based on my research so far there appear to be two main barriers to entry:
1) bandwidth or physical wires
2) data center - having a computer to process and route requests connected (seemingly ideally) to a peering station
2) seems like the easier point to conquer, although I haven't yet been able to figure out how to get on a peering station and create needed address lookup tables.
1) seems like the real bitch. Cable companies own all the cables and aren't going to let you use them so starting a competing ISP in a typical, let's say suburban setting, would require a huge investment in laying cable. In some more densely populated urban areas it could be a more attractive investment.

There is infrastructure associated with it besides just the datacenter. You need cable technicians that can run line and diagnose problems, you need people that can setup modems and routers in old or retarded people's homes, etc. On top of all of this, if your going to have a fleet of vehicles running around doing all this shit you also need dispatchers, mechanics, and what not for your fleet. There is a fuck ton of overhead involved and it is a huge thing to manage properly.

I'm a new technical artist and I want to learn HLSL and had a couple of questions regarding this.
Is it still relevant or did something else come up?
Should I do GLSL instead/first?
Is XNA a better start? I'm kind of lost between the 3 of them if someone could explain it to me.
What would be a good place to start/ressource?
I'm new to scripting and coding and haven't had any prior experience aside from a bit of C# in Unity.

XNA isn't a shader language and you can use both HLSL and GLSL in Unity
I would go for HLSL first since DX is still better performance wise most of the time but then learn GLSL since it's not that different anyway
Do you want your graphics programming skills be still relevant in 5-10 years?
If you do, learn GLSL and Vulkan (modern OpenGL is fine in the meantime while you wait for the Vulkan drivers to mature a bit).
If you don't, learn HLSL and Direct3D.

amd wants to integrate HBM memory into their APU so they can vastly increase the HSA capability, but this needs software to be written for it.
