All questions are no, except last, which would be a clean Win7 SP1 with disabled updates, but you'd lose your Office and other good shit most likely. Basically, Microsoft spies on you, and there's no way around it.

7 won't boot at all apparently. 8.1 doesn't have the right drivers for any of the hardware buttons.
It can be almost anything you want.
You could essentially be the most lightweight OS, with tons of programs installed and running, if you use your USE flags correctly.
It's all about tailoring the install to your liking, or needs.

At release they will offer about the same performance/$. Nvidia cards will be faster in GameWorks games but slightly slower in the other games.
Once the gimping starts the AMD cards will become much better.
Nvidia has been dominating AMD for years now and I'm skeptical that they're going to suddenly fall behind because of async compute or something.
They'll come up with something and we'll see which is better.
