No. It's an inherent, built-in part of the OS in W10. The network stack is written to bypass the hosts file when talking to MS so that you can't block their servers. Think about that.
If you have to run Windows (you probably don't), run 7, because the botnet was a tacked-on-after-the-fact addition to 7, and you can avoid it by remembering to not install certain updates.
