Is there a way to do dips without dip bars or at least a substitute exercise?

Do them with two treadmills. You can adjust distance by pulling them close.

You won't be able to do weighted ones in such ghetto setup but that's something.

Why not just buy a dip setup that fits your stature? You can order one online, or have it built for cheap, or build it yourself with some iron and a welding machine.
