Clearly it does not. These are the most elite riders in the world. They can cycle your ass into the fucking ground and they're all on anabolic steroids. They probably also do ancillary weight training specifically for legs. Despite that, the gentleman here in the yellow Jersey (fastest rider) still has very small legs. Most riders have some muscle and are lean but they're much smaller than even a tiny amount of lifting will get you.
I ride my bike 40 miles per day, but I do it for heart health and cardiovascular performance not mass. For mass you want to do high set count, 10 reps per set, squats and leg press. I do leg extensions too but low weight because it is bad for knees.

The weight is an important consideration for long distance cardio. The bikers purposely don't get big.

Look at a sprint cycler vs a long distance one. Sprinters have massive legs.
Road bikers have skinny gay legs for propelling feather weight bikes. Mountain bikers have huge quads for pedaling heavy inefficient bikes.
