It helps to lift them so you can have better strength when running or squatting.

There is likely a hammer strength style toe up machine in your gym that has weights on a simple lever. Use that.

And resist the urge to blow out your calves the first day. You will walk around with Raptor Legs for a week and will want to die.

I train my calves like this.

Three times per week at the beginning of the workout, so I don't skip them.

I alternate between standing and seated each workout.

workout A. Standing dumbbell 1 leg calf raises 3x12
workout B. Seated calf raises (like OPs photo) 3x15

Well I know the muscle there is working hard in the photo of the guy doing dips, so we know the muscles involved.
From what I can see, there is clearly a border around it that separates it from the other muscles that are also working.
It's not one of the superficial muscles because all the superficial muscles are clearly defined and accounted for thanks to low bf%.
These factors and its position on the back lead me to believe that it is the rhomboid muscle.
