You strength varies from day to day. You might not have gotten enough sleep, or ate enough, or drank enough water, etc. Just try again after resting.

Assuming you have not been lifting for very long, you need to find the right amount of time in between heavy sessions in order for your body to fully recover enough to hit the weight you want to hit. This amount of time varies from person to person, sometimes I take 1-3 weeks light to recover from a heavy squat or deadlift session. 135 doesn't sound like much but it is 87% of 155. Depending on your program you might want to bench lighter for up to 3 weeks after hitting a PR. If you take it too heavy too often, and don't allow your body time to recover, you will regress and loose gains overall. Also lack of sleep/food can contribute to feeling weak.

If he is doing something linear which has him peaking at a PR it absolutely is relevant, as most smart linear programs will have time to deload or back off after hitting a PR. If the program has no room for recovery then it is a shit program. He is ignoring the recovery he needs and might regress if he makes it a habit.

Is incline, dips and flies enough for chest?
During bench I often get this dull pain on the side of my arm, below few inches below my shoulder.
I thought it's rotator cuff issue but my back is tight and retracted when doing so idk, the pain changes depending on how wide or narrow my grip is, narrower it is more pain...

Literally same thing happened to me. I started lifting 3 months ago (on a cut). Last week I reached 55 kg in bench but this week I am having trouble finishing my sets with 50kg. Really depressing shit desu
