I think that comes from the fact that when people start shaving their eyebrows or legs it's when they've just started going through puberty. And so they start shaving at 14, and then when they're 18 they think "oh my leg hair is so much thicker now than it was when i started shaving" and they see the act of shaving as the reason it got so thick, not the fact they're not a prepubescent child anymore
