Wtf this is terrible advice. Just watch youtube vids for tutorials on different lifts. The biggest guys in the gym are on roids usually so there's no point following their routine anyway, it would actually be to your detriment to copy what they do. Just pick a good beginner routine and google or youtube the lifts involved in that routine.
As for the $30 a year, if the bar had a barbell and a swuat rack and isn't too crowded then go for. But if it has no barbells or squat racks or power cages and is just treadmills and machines then $30 is a waste of money unless you want to buy your own barbell and rack at for home and use the machines at the gym for accessories.
