I'm fortunate that the gyms I go to while at home and at college aren't made of that slippery material; rather, they're made of that harder rubber stuff. I don't know, it's hard to describe how they feel. Anyways, I just place it underneath my feet and blast off. I normally have my feet/toes pointed up a bit. It's a good core exercise just trying to hold the weight like that.

I do weighted dips (usually angled for chest) with 45 pounds, but I can only do bodyweight dips like that if I do them at the end of my chest day.

I feel like I either have to do them as the first exercise or stick them at the start of leg day or something to maximize their effectiveness.

Then do them after your main compound lift. I'm doing 65 pounds plus bodyweight after bench press and OHP. You should do the compounds first, including dips and the like, before isolation exercises.

Question though, did you ever have issues with swinging on the bar? I just started doing hanging leg raises, and when I'm on the bar I keep swinging back and fourth, and I think its a form issue, but I dunno how to fix it.

Nothing. They're one of the better core exercises. Just they occasionally get overstated, so /fit/ started memeing it.

They're totally fine as a core exercise, if that's what you're worried about. If you don't trust random anons on the internet, check out bodybuilding.com and find it on their list of exercises and check the ratings. Generally anything about 7 is decent, and about 8 or 9 is very good.
