how much of a meme is "letting your muscles rest"
ie, is it detrimental to say, do tricep pulldowns on a monday and then dips and skullcrushers the next day?

As a beginner, linear progress is your most efficient, most sustainable avenue of growth. This emphasizes rest. That said, the SAID principle is real and hitting a muscle often will make it grow. Provided you have nutrition and sleep. Look at prisoners.

I was planning on doing SL 3x5 monday wednesday friday and then throwing accessories in on tuesday thursday and saturday, but I could do it on just tuesday and saturday
however, if I do bench on monday, is it bad to do incline bench and cable flies as accessories the next day, since they also work the chest?

Yeah. You can just throw in your acessories in your actual workouts as well.
It's not a meme at all. Most muscle groups need between 1-2 days. Larger muscle groups like chest and legs need 3.

if I'm doing 3x5 ohp, squat, and deadlift on the same day, is it good to throw 3x5 incline bench in there too on top of other accessories? I counted incline bench as an accessory, but it is a compound so I'm not sure if having 4 compounds in one day is helpful, since I'm going to be exhausted by the time I get to it
