Do men keep growing until 21, or is it a meme?
I haven't grown since I was 17 and I'm 190cm

It depends, each dude has a different growth pattern
At 17 i was 5'8"
At 18 i was 5'9" and thought i was done growing
Now I'm 20 and 5'11.5"
But i also know some dudes who shot up to 6'4 at 16 and never grew after that
Was 196 cm at age 17, still am.
Though I tried on a motorcycle helmet today I've had since that age and it got kinda snug. So I guess you still make head gains.

Hair begins to grow thicker on your beard, chest, stomach, ass, and possibly back/shoulders.
While your scalp begins to respond to Dihydrotestosterone, which is the major cause of hair loss or the start of a widows peak.
If you have any of these signs, odds are you're maxed out.

I think your skeleton can get more robust until 25 or so. I'm a lot broader through the shoulders at 23 than I was at 19 despite not gaining an inch of height.
