When a muscle is completely at rest, meaning zero stimulus from our brain contacting it, will "pulse" with subtle contraction and the degree to which this occurs at is what the tone of the muscle is describing. Does that make sense to you?

Loss of muscle tone (flaccidity) can be indicative of a problem.
