You physically and legally can't do them in the same workout.

Do deadlifts then power cleans then rows. Deadlifts won't stress your cleans too much and cleans won't stress the rows too much.

I find them very hard on the same day. My form on rows just feels weird after deadlift. If you can do it with good form you can but be careful.

What about rows before deadlifts? I don't do cleans.

Heavy rows put unnecessary strain on the lower back if you are already doing deadlifts. I'd just do heavy db kroc rows if you are already doing diddlys. Thats just what I do, and i'm nobody.
