When you're satisfied with how much you can lift and how big you look in the mirror. When you look at yourself and see that you've got a good amount of muscle mass, then you cut until you're satisfied.

eat at your tdee so you turn ur fat into muscle and don't gain fat but also don't turn into a skelly belly
you're lbm will go up and you're fat will go down, then once you get to a certain point when your fat is lowish and you have muscle you can bulk normally
