No, engaging and turning in the hips isn't mostly genetic. It's mostly technique.
Force = Mass x Acceleration. When you learn proper technique you learn how to punch with your entire body (the hip thing), thus adding more mass to the formula. You also learn how to punch fast, adding acceleration to the formula.

OP - Nr. 1 way to punch harder is learning and train the technique. You do that by joining a boxing club. (As said both mass and acceleration here)
Of course you can also train your speed / rate of force development. (Acceleration)
And just increasing your BW is also a way to punch harder. (Mass)

First off it's called a pivot not "the hip thing" second there are numerous ways you can do it, but first you should start with slow movements. I'm not talking fucking tai chi slow either put a little force but practice your pivot. You don't run before you crawl. Once you get that down, you should be able to shadow box holding dumbbells. Another way is to hang your bag higher so your punching the bottom of the bag because the bottom is way harder than the top. Punching doesn't matter though if your not accurate, so train on the double end. Beachball is good for starters but gradually go down to a smaller one to the point your punching a tennis ball. Push ups help with your ability to punch too. once you got that down packed, spar like a motherfucker. Work your way up to 8 - 10 round sparring sessions.

By practicing. To develop a skill you need to generally prepare your body obviously but once you have sufficient strength and mobility what's left to do is the specific skill work. You get good at punching by punching a lot, not by doing push ups not by benching, not by watching rocky and motivational "how bad do you wanna succeed" video. It's not glamorous. Whatever skill you're working on you'll need to spend several years developing before it become noteworthy or impressive. Certain disciplines have carryover to eachother but you need very specific work. You can't go jogging a couple of time a week and expect you'll be good at swimming since they're both aerobic activities.

Although knockout power is a trait you can be born with it can also be learned. Punching is a snapping motion, not pushing so lifting will not help too much. Force is determined by mass x acceleration. Although you can increase your mass by a little bit (of your fist), you will find the most improvement in being able to "snap" your point of contact from one place to another quickly. Core exercises will help a lot, particularly obliques. And repetition, its a skill like anything you improve with practice. If you are looking for knockout force there is a lot more than power that goes into putting a man down. Timing, body position, the location of the punch, and your opponents course of motion all factor in.

Martial artists gain most of their punching strength from "grounding", they develop the ability to keep their body firm on the ground in nearly any situation, even when standing on their toes.

When you're properly grounded, you can use your legs to push off the ground (but still stay down firmly), and direct the force through your body, swing from your hips, turn your chest, fling your arm and extend your lower arm at the last second.

You seriously won't believe how much power you can exert, but it all starts with grounding and technique. Imagine the force of a squat diverted to your arm, that is why you will accomplish.
