Atleast half that time is spent resting between sets. Lifting is the laziest exercise.

What is the recommended rest time, out of interest. I'm doing like a 'one size fits all' sort of beginners workout that the owners of the gym give out to everyone. Three sets of fifteen with a one minute rest between sets.
Good or bad? I see a lot of 5x5, 5x3, etc on here.
