The top of your stomach is sticking out because of weak upper abdominals being unable to hold your intestinal bloating.
The lower part bulges due to fat
Keep lifting, actually train your abs directly, and eat less shitty food.
As for the fat if you don't know how to cut you have bigger problems than a messed up midsection.
