earplugs might lower noise by 10-20 db at best
also be prepared that on some days you just not gonna get enough sleep
Take some etizolam. Its a benzo similar to Xanax but not controlled, IE you can buy it online. Not good for long term use because addiction but a couple nights a week to get back to sleep is fine.
