Get one of those reward cards from your local grocery market. That shit really does make a difference on your bill. I use $20 a week on some bland ass food but my friend can buy bland food plus some tasty shit for $25 using rewards card. On top of that, if you use ibotta, you can get back another $5 and add it to your paypal.
Coupons work well too.
I eventually ended up buying lots of pasta, pasta sauce, and ground beef after i got bored with my oatmeal and pbj sandwiches.

I've been living on a pretty tight budget and eating big for a bit now - the cheapest and best things to buy are oats, milk, eggs, peanut butter, peanuts (unsalted in shells can be super cheap sometimes - I got some for 4 euros/kilo. otherwise nuts can be a bit too expensive) and can't forget tuna of course. I eat a lot of cheap cuts of pork if I have money left over.

Get a bag of protein from somewhere that is NOT GNC or Vitamin world or that shit, try Dollar Stores, Big Lots, Grocery Outlet... usually can get a big back of whey 10-14 bucks.
The rest of it? Lentil beans which you can get ass loads for like $5, Rice which you can get like a 10lb bag for like 5 bucks, and then you may still be able to afford yourself a bag of frozen chicken breasts.
