Don't ever use oil. Oil dries the skin out, leaving it more exposed. You want your skin to be moist. Use lotion.
I'm super pale as well. I haven't decided what to do. On one hand being tan is perceived as more attractive by most people, but I also don't want a bunch of freckles, and in the future - wrinkles and skin cancer. I really don't thing it looks unattractive but some people seem to disagree. I'm pale enough that I get some stares once in a while.

Whenever I try and tan I always end up either putting too much suncream on and looking exactly the same or getting sunburnt, my skin peels then goes back to white. I've just accepted that I'll always be pale and it's not really worth the effort to try and tan.

Forearms and up to mid-biceps are tanned, back of neck is tan, face isn't really sun-tanned but has a little carotenoid tan probably from eating carrots and sweet potatoes, then I take off my shirt and the whole torso is white. I'm going to have to tan it all just to make it an even color

It's simple... look at the guy in that pics forearms compared to his upper arms. Probably the same for you. That means you can tan to about that extent. Daily shirtless sun with no sunscreen, start around 20 minutes and add 10 minutes every day or two. Top out at an hour since you're fair.
I recommend swimming, because it gives you something to do for that time. Feel free to take the weekends off, it won't hurt your tan progress.
Could look like this:
20 minutes on monday
20 tuesday
30 wednesday
30 thursday
40 friday
40 monday
40 tuesday
50 wednesday
50 thursday
60 friday
From then on just get an hour every day, and if you miss a few days don't sweat it, tans don't go away that fast. Plus, swimming is great for you.
