They say nobody is going to make it. They say everyone used roids to get their physique. Some of them even say lifting doesn't matter at all, and only HEIGHT, FACE and FRAME make any difference.

I would guess that he's probably not roiding (or if he is, he's just coasting very low), but that he's doing HGH or TRT or somesuch.
