What measure do you wish to use?
Amount of money? Those who have more money have less children. Amount of education? Those who are more educated have less children. Criminality? Those with lower criminality have less children. Healthiness. IQ.
What is currently happening is that the people best suited to both reproducing AND raising children are either not interested or smart enough to see that it is not a good idea to do so, so they either don't or stick to a single child.
The amount of assistance we currently have available also means that people who would die before reproducing (or whose progeny wouldn't survive) are now able to live just fine. People who are doing well, however, are penalized for having children (will spend more money rather than getting more money, etc).

Clearly, we are experts. We not only can see the effects of what happens when people with crap genetics reproduce, we LIVED through it.
People keep talking as if having children is a human right, it should be a privilege. I no longer feel anything for the starving children on the streets or in africa, they would not be in the situation they are in if their parents weren't huge self-centered jerks.
I mean, life is suffering, no one should be reproducing at all. But restricting it to only people who are actually good enough to have children would be a good thing to do. Maybe doing it would even result in life not being suffering someday.
