I smashed my shin really hard while sparring and now it has been swollen for days, painful internally and a large portion of the skin over it is completely numb.
According to my Google searches it sounds like hematoma.
Is it safe to train still?

if the injury results from having checked a kick and your shin isnt fracturedthen its safe to train.
Obviously you should avoid getting kicked in the shin again. Do sparring without kicks or just boxing or whatever martial you do just do but without blocking with your shin
