Pretty sure it's not possible, unless you're drinking massive quantities of vegetable oil. And any protein source you eat is gonna come coupled with carbs.

I doubt you would be able to get <20g of carbs without resorting to EVOO and what not.
If you displaced your carbs intake with nuts and avocados, sticking to around 50g of carbs it might be possible.
Protein you would have to get from either stuff like seitan or protein powders; I don't know of any other low carb options but I'm not vegan so someone else may know.
Other than that, there was a study done on ECO-Atkins (vegan) vs standard Atkins, ECO-atkins won in terms of biomarkers for CVD. Maybe have a look for info about that.
