Should I have my creatine before, or after my workout. (I mix it with my protein shake)
There's literally no need to take creatine as a non-athlete. There's way too many cons to take it as a hobbyist.

Wanna go on the record to say that the creatine in OP's pick is the worst one I've used so far. Fucking grainy as hell and always seems to make my muscles sore, especially my legs. I've tried it on and off for several months and have noticed a trend. I'm using primarily another brand now.

I realized I made a huge mistake taking creatine when I noticed the beginning of male pattern baldness at 24 y/o. If you have a family history of baldness then creatine will expedite the process.
