If he's moving crazy weight on those raises, his ohp is going to be pretty strong, provided he doesn't neglect his triceps. It's not going to be as good as someone who spent those 3 years doing ohp, but it's not gonna be weak.
The problem with your scenario is that those movements are awkward to progress with and can potentially result in injuries if you start using retarded weights.

I refuse to believe that someone who tries to max out as OHP wouldn't lose any of it if he suddendly stopped doing it.

The logic you run is the reason there are so many "benchpress doesn't develop the chest" threads.
Numerous people reporting how they stopped benching with a barbell and instead only did dumbbell presses.
Then they say how they tried benching with a barbell the other day and ended up being stronger in it than they were before they stopped doing it.

The reason for it is them being weak at the bench at the time they stopped and weak all together.
The same applies to you and your OHP.

Just take it easy as you transition, and think of it more like a new lift rather than trying to progress straight from your conventional numbers

Did some experimenting with increasing my heel height on front squats today. After getting some advice from ELITE CHINESE AND COREAN LIFTERS I think i'm actually going to give increasing heel height to one full inch a try.

More than likely I'll stick with the .75 inch heel for PL, but for cleans, snatches, high bar squats and front squats I think they're going to actually do me some good
