Small/Minor muscle group growth on a cut?

So I've been on a 20% (450Cal) cut for about 3 weeks now. I know to get optimal muscle growth for the major muscle groups (chest, back, legs) you should be eating at maintenance or above and perform ~30-60 reps per muscle group per week. If you don't eat at maintenance or above then you won't get the best, or maybe even no growth for these major muscle groups. I was wondering if small/minor muscle groups (biceps, forearms, abs, etc.) can still grow significantly on a cut, and the rep ranges required to do so. I have around 12 weeks left for this cut and would like to get the most out of it. I've been lifting seriously for 14 months and this is my second cut. I'm 19 years and 2 months old so I think my test levels are a little above average. Anyone got any ideas?
