well I'm saying that as a reference because I have 20 lbs dumbells at home
the rests of my lifts are shit but "normal" for a beginner, but I have 0 biceps
my arms are skelly as fuck as a result

Why wouldn't you train biceps if you're a beginner? It helps with strength and aesthetics. It may not be a go to, and I'm no expert, but it just seems logical to do throw some curls into a routine.

You should look up compound workouts. They focus on larger muscle groups so you can still work on arms.
