Post hardcore and pop punk have both been co opted by shitty counterfeits. Bands like fugazi, rights of spring, swong kids, thats post-hardcore and that shit is incredi, and pop punk bands like the queers, screeching weasel and dillinger 4 have theor merits as well. Thats why I dont understand the examples you chose, descendents started as a hardcore band (milo), and then became a technical punk band (all!) and only in the latest chapter of their carreer became a kind of bland type of pop punk, but atill leaps and bounds ahead of nu pop punk like wonder years.
